Goto Settings....Sounds and Notifications and check that the entry for programs is checked and also the line below for Notifications. You can set the volume to Loud as well.

I checked all that with still no luck.  I have the volume all the way up.  The alarm is simply silent.

When you downloaded the latest version did you redownload the Pocket PC software and reinstall that. Did you also clear your browser cache before doing that in case you still reusing the last one you downloaded.

Hadn't tried it but now I did.  With no luck.

I deleted all temp files. Deleted all cookies. Did a search for anything called Pocket Cook and deleted everything I found.  Then I deleted it FROM SETTINGS on the handheld.

I redownloaded from the website.  I then noticed that it registers itself.  I don't have to repeat that part.  So I wondered where that info is stored and how I missed it.

I wonder if I am having an issue with 3rd party software conflicting.  I have a program called AlarmToday which shows all alarms which will be going off.  It does show Pocket Cook to be set to set off an alarm.  The alarm does go off, just completely silently.  That's not happening with any other of my programs which use alarms.  I don't know what else I could try.  And it doesn't kill me to use an alternate timer.

But if there are any other ideas, let me know.

Seems very strange. I can only think you still don't have the latest version. Send me an email and I will send you the version that works on my IPAQ!
